For ecommerce brands shipping high-value inventory under the $50,000 declared value cap, it is still the most affordable chain-of-custody option on the market, and one of the few USPS products exempt from the temporary 8% fuel surcharge that hit Priority Mail and Ground Advantage in late April.
What is Registered Mail?
Registered Mail is a USPS service that secures the delivery of mail by requiring a signature at every transfer point and providing detailed USPS tracking capabilities. It is designed for sending high-value, confidential, or critical items. The service includes signature on delivery, end-to-end chain-of-custody handling, and built-in insurance.
Unlike standard mail, Registered Mail pieces are handled separately from regular mail flow, kept in locked containers between transfers, and signed for at every handoff.

Chain-of-custody handling. Registered Mail is separated from regular mail and kept in locked containers throughout transit. Every transfer is signed for, creating an unbroken paper trail from acceptance to delivery.
USPS tracking. Each piece is assigned a unique tracking number, viewable on the USPS website.
Proof of delivery. Signature required on delivery, to the recipient or an authorized agent.
Built-in insurance up to $50,000. Coverage matches the declared value of the item, included in the base fee for the first $100 and scaled from there.
Preparation requirements. USPS employees cannot assist in sealing packages for Registered Mail. Senders must seal packages properly before bringing them to the Post Office for in-person registration.
What Changed in 2026
Two updates B2B shippers should know about:
International Registered Mail is now documents-only. Effective January 1, 2026, USPS aligned with the Universal Postal Union’s October 2023 amendment. International Registered Mail is no longer available as an extra service on First-Class Package International Service. It remains available only on First-Class Mail International letter-post items containing documents that the destination country’s customs treats as documents. For brands shipping international high-value parcels, Registered Mail is no longer an option. UPS Worldwide Express, FedEx International Priority, or a specialty carrier like Parcel Pro fill that gap.
Domestic base fee raised to $19.70. The January 18, 2026 Mail Services GRI raised the Registered Mail base fee to $19.70. Pricing scales with declared value above the included $100 of insurance.
Costs of Registered Mail in 2026
Base fee: $19.70 for items with no declared value above the included $100 of insurance.
Declared value pricing: $2.40 per $100 of declared value above the first $100, up to the $50,000 cap.
Maximum compensation: $50,000 domestic. Items with declared values above $50,000 can still be registered, but compensation is capped at $50,000.
Fuel surcharge: Registered Mail is exempt from the 8% temporary fuel surcharge USPS applied to Priority Mail Express, Priority Mail, Ground Advantage, and Parcel Select effective April 26, 2026 through January 17, 2027.
Non-refundable fees: The Registered Mail fee is non-refundable once USPS accepts the item. If the item is lost, the postage (but not the Registered Mail fee) may be refunded after a claim is filed.

Registered Mail trades speed for security. Domestic delivery typically takes two to 10 days, depending on distance from origin to destination. The chain-of-custody handling, locked-container transfers, and signature requirements at every step add transit time compared to standard First-Class or Priority Mail.
For B2B operations teams, this is the tradeoff: Registered Mail is the right choice for non-urgent, high-value shipments where security and provenance matter more than next-day or two-day delivery. For time-sensitive high-value shipments, UPS or FedEx with declared value and signature confirmation is the faster comparable.
