USPS 2026 Holiday Price Adjustment: Dates, Fees, and What Shippers Need to Know

The U.S. Postal Service filed notice with the Postal Regulatory Commission on August 25, 2026 for a temporary price change covering the 2026 peak holiday season. Pending favorable review by the PRC, the temporary rates take effect at 12 a.m. CT on October 4, 2026 and remain in place until 12 a.m. CT on January 17, 2027.

The change affects retail and commercial domestic competitive parcels: Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select. USPS states that no other products or services are affected, so First-Class Mail and letter products are outside this filing.

Is this the same as a peak surcharge?

Not structurally, and the difference matters when you compare carriers.

UPS and FedEx add per-package demand surcharges on top of their existing rates. USPS is instead raising the underlying prices of four parcel products for a defined window. There is no separate surcharge line to look for on an invoice. The price of the service itself is simply higher between October 4 and January 17.

That also means the increase is not a single number. It varies by service, zone, and weight, and the spread between the smallest and largest increase is wide. USPS did not publish an average percentage in its announcement. Coverage of the filing has put the average near 6%.

Commercial increases are lower than retail in most tiers, and the announcement maps several of them to cubic pricing tiers as well as weight bands.

One line in the filing is worth a second look. For Ground Advantage Zones 5-9 at 26-70 lbs. and Oversized, the published commercial increase of $7.70 is higher than the published retail increase of $7.50. Every other Ground Advantage tier moves the other way. Heavy, long-zone Ground Advantage is the one place where commercial shippers do not get the smaller increase.

The part most summaries miss: this stacks on the April increase

USPS already has a separate time-limited price increase running. The 8% adjustment tied to transportation costs took effect April 26, 2026 and remains in place through January 17, 2027. It covers the same four services: Priority Mail Express, Priority Mail, Ground Advantage, and Parcel Select. The new holiday filing does not replace that increase. It sits on top of it. Between October 4, 2026 and January 17, 2027, a qualifying USPS parcel carries the January 2026 annual price change, the April transportation increase, and the holiday adjustment at the same time.

Both temporary measures also end on the same date, January 17, 2027. Anything you model for the first quarter of 2027 should assume prices step down at that point rather than holding at peak levels, and USPS typically implements its next annual price change shortly after.

Which USPS shipments are hit hardest?

Heavy parcels going long distances

This filing is aimed squarely at weight and zone. A 0-3 lb. Priority Mail parcel in Zones 1-4 goes up $0.50. A 26-70 lb. Priority Mail parcel in Zones 5-9 goes up $9.10, and the same weight on Priority Mail Express in Zones 5-9 goes up $20.80. That is more than 40 times the smallest increase in the schedule.

Oversized parcels

Oversized shipments are grouped with the 26-70 lb. band throughout the schedule, so they take the largest increase in each table even when the item itself is light. Priority Mail Express used as a rescue service

Priority Mail Express carries by far the steepest increases in this filing. Using it to save late orders in December is the most expensive way to absorb this change. Set order cutoffs that do not depend on it.

What USPS shippers should do before October 4

Rebuild your rate table with the new amounts. The increases are per parcel by service, zone, and weight band, so a single blended percentage will misprice most of your catalog. Apply the bands.

Segment last year's Q4 volume by zone and weight. Count how many parcels fell in 26-70 lbs. or Oversized and in Zones 5-9. That subset carries most of the new cost.

Recheck cubic pricing eligibility. The commercial tables tie increases to cubic tiers as well as weight. If you ship small and dense, confirm which tier each SKU falls into before assuming the lowest increase applies.

Compare against UPS and FedEx by landed cost. The three carriers structured their 2026 peak pricing differently, so the cheapest base rate is not necessarily the cheapest total. See our 2026 holiday demand surcharges compared.

Watch for the PRC decision. These prices are not final until the Commission completes its review. Plan for them, but confirm before publishing customer-facing shipping prices.

How USPS compares to UPS and FedEx this season

USPS starts last of the three. UPS begins September 27 on nonstandard packages and October 25 on service-level fees. FedEx begins September 28 and October 26. USPS begins October 4 across the board. All three run into mid-January 2027.
